The University Council is appointed for a four-year term and operates in a similar way to supervisory boards in commercial enterprises, holding both advisory and supervisory roles. Major internal university decisions cannot be made without the Council’s approval or confirmation. Issuing statements on target and performance agreements with the state of Thuringia, principles of internal resource allocation, and decisions on university annual accounts are all responsibilities of the University Council.

The Presidium also belongs to the University Council and has an advisory vote as well as the right to make proposals. The Equal Opportunity Officer, Diversity Officer, Staff Council chairperson, and a (StuKo) Student Government representative are permitted to attend University Council meetings; they also have the right to speak and make proposals at meetings.
